Squaring data sets

Hello,

Tthe Budget Function Analysis from the FY18 Adopted Plan (http://www1.nyc.gov/assets/omb/downlo...) shows that DFTA received $72 million in federal aid, but this data from CheckBook NYC (http://www.checkbooknyc.com/revenue/t...) only shows $39.3 million in federal grants to DFTA. I did notice that the data doesn’t include CDBG or SSBG distributions, but even when I add back in the amounts found in the BFA, I still only come up with $59 million. Anyone know why there’s a difference?

Please find a reply from our the Budget Bureau regarding your budget question:

The budget function analysis report shows agency expenditures and funding sources for these expenditures. The revenue budget shows revenues flowing to an agency. Revenues flowing to an agency do not necessarily match expenditures in that agency. For example, Community Development Block Grants (CDBG) go to the mayoralty agency. However, the CDBGs are used to fund expenses in a number of different agencies.

In the case of DFTA, the FY 2018 Adopted Budget shows Federal Grants of $70.19 million for the agency (don’t know how Mr. Thomas got his $39 million). $235,000 of this is used for fringes benefits that is paid out of the miscellaneous budget. That leaves $69.96 million of the agency’s Federal grants available to fund expenditure, as shown in the budget function analysis report. $2.24 million of the CDBG money in Mayoralty is allocated for DFTA expenditures bringing total Federal funding for expenditures in DFTA to $72.2 million.
