Spending: Why do I see large payments from the Department of Education to the School Construction Authority?

Payments done by certain independents authorities (i.e., School Construction Authority [SCA], etc.) are included in Checkbook 2.0. However, the funding of their payments may also be included in Checkbook 2.0 as payments from a City agency (like Department of Education for the SCA). Checkbook 2.0 was built to show all disbursements from New York City agencies.
